Eleven union-represented employees of Portland's Independent Police Review began a three-day strike, camping outside City Hall despite wind and heavy rain. Staff are members of AFSCME Local 189-005 and say contract negotiations with the city have stalled for months. Central bargaining contention concerns whether IPR positions will be made permanent under a new police accountability office and who will control staffing decisions. City negotiators say the new office director must make staffing decisions, while the union says the charter does not require that limitation. Mediation sessions have occurred, and the labor dispute prompted a canceled City Council meeting.
