Westminster City Council will implement a Public Spaces Protection Order (PSPO) from November 18 covering the borough for three years, with potential amendment and a further three-year extension. Police, council inspectors and Transport for London enforcement officers will be empowered to move pedicabs and fine riders £100 for non-compliance. The order targets loud music, horns, speeding, cycling or parking on pavements, threatening or intimidating behaviour, and groups of four or more pedicabs deemed obstructions. Pedicabs will be required to leave areas when asked. A June consultation found 86% of 202 respondents supported the proposal, though some sought a full ban or preferred waiting for TfL licensing under the Pedicabs (London) Act.
