A 26-year-old single mother and mental health nurse placed a cardboard envelope beside overflowing communal bins shared by about 25 households. The envelope was traced to her address by Hounslow Council, which issued a £1,000 fine and threatened legal proceedings and possible criminal charges if it remained unpaid. The resident says she cannot afford the fine, fears damage to her employment prospects and DBS checks, and considers the penalty disproportionate. Hounslow Council maintains that littering is illegal regardless of full bins and that fines prevent taxpayers covering cleanup costs.
