Israeli soldiers in Gaza reported receiving orders to shoot to kill any man they saw. They also described instructions to use judgment when encountering women and children. Accounts from multiple soldiers and a hostage’s mother indicated the same directive was communicated to those involved. The killings of three Israeli hostages in December 2023 occurred even though the hostages were waving a white flag and calling out in Hebrew. One soldier described being told to shoot immediately regardless of age and to consider women or children differently. Another soldier said the area was designated a destruction zone and claimed shots were fired after recognizing an Arab appearance.
