Dean Fuleihan will return to City Hall under Mayor-elect Zohran Mamdani, and longtime aide Elle Bisgaard-Church was named incoming chief of staff. Fuleihan served as First Deputy Mayor under Bill de Blasio from 2018 to 2021 and advised on the NYPD, the Department of Education, and the Department of Investigation. Mamdani assembled a transition team that includes four former de Blasio administration officials and emphasized creating a new City Hall rather than repeating past administrations. Fuleihan, 74, oversaw the Office of Management and Budget, the Office of Labor Relations, and the Office of Climate Policy and Programs. He began his political career as a policy analyst for the state Assembly in 1978 and was the Assembly's principal staff negotiator for the state budget.
