West Hollywood City Council passed an ordinance prohibiting the retail sale of rabbits, amphibians, arachnids, birds, fish, reptiles and hermit crabs beginning May 1, 2026. The ordinance expands an existing ban that already barred stores from selling dogs and cats. Animals originating from shelters, animal control facilities, humane societies and rescue organizations remain exempt and may still be sold. Animal welfare groups supported the expansion, citing cruel breeding conditions and smuggling of wild-caught species. Some organizations warned the ban could drive black market sales and trafficking. Del Mar is the only other California city with a similar restriction.
