The Palo Alto City Council expressed support for the 72-unit option because it houses more people and offers more family housing. Council members raised concerns about building massing, potential step-backs on Kipling, and a streamlined review process with only one Architectural Review Board meeting. The total project cost is $78.3 million. The city plans a $5.5 million low-interest loan contribution, and Alta reports a $2.27 million funding gap with options including county funds, the Housing Accelerator Fund, or adding higher-income units to qualify for mixed-income state programs.
