Palo Alto City Council approved support for a 72-unit affordable housing project on Lot T at Lytton Avenue and Kipling Street, increasing the unit count from the initially endorsed 54 units. Alta Housing presented two six-story options and both the council and Alta preferred the 72-unit configuration because it reduces studio units and offers more one-, two-, and three-bedroom units. The preferred plan includes 33 one-bedroom, 20 two-bedroom and 19 three-bedroom units, with slightly more than half designated for families. The building would have an inward-facing courtyard, and councilmembers suggested exploring step-backs on higher floors to reduce perceived mass adjacent to historic single-family residences and small businesses on Kipling Street.
