The Senate approved a 60-40 continuing resolution to fund the federal government through Jan. 30, but the bill still requires final Senate votes and House approval, with members ordered to return to Washington within 36 hours for a hoped-for Wednesday vote. The continuing resolution must reach the President's desk to end the shutdown. Flight operations are constrained as the FAA restricts volume because of air traffic control and TSA staffing shortages. The Department of Transportation indicated total capacity could be cut by as much as 10 percent, and flights could be reduced to a "trickle" if the shutdown persists. Major airports reported hundreds of cancellations, and airlines are offering refunds and rebooking options while the DOT issued restrictions on general and private aviation.
