The Home Office mismanaged asylum accommodation contracts, resulting in billions of pounds wasted across hotels, large sites and shared housing. Private contracts with Clearsprings, Mears and Serco signed in 2019 grew from £4.5bn to £15.3bn amid inadequate oversight and absent performance penalties. Hotels accounted for over 75% of asylum accommodation spending without penalties applied to poorly performing providers or large sites. Under profit-share arrangements, Mears owes £13.8m and Clearsprings £32m, but necessary audits remain incomplete. Significant safeguarding failures occurred, including children being wrongly age-assessed as adults and placed in adult accommodation. Leadership and financial control failures at senior levels persisted.
