He is seeking constructive, bipartisan conversations to end the government shutdown and says he has had some cross‑aisle engagement. Kiley criticized Speaker Mike Johnson's decision to recess the House, arguing the pause has frozen committee work and worsened impacts such as lost food assistance benefits and flight delays. Johnson says the recess pressures the Senate to act; Kiley says that approach is not working. Kiley supports seating Rep.-elect Adelita Grijalva without delay and is open to negotiating over expiring Affordable Care Act subsidies.
