Democratic governors and attorneys general from about two dozen states sued to keep payments flowing, arguing SNAP is an entitlement and cutting benefits would cause irreparable harm to individuals and state governments. A federal judge expressed skepticism about the administration's position, noting Congress set aside emergency funds to protect Americans during events like shutdowns. The emergency fund covers $5.5 billion of a $9 billion November shortfall, and partial payments could cause delays and reduced benefits.
