Community members expressed alarm at a planned Customs and Border Protection operation in the Bay Area, prompting protests and press conferences. Federal officials confirmed CBP agents were being stationed at Coast Guard Island in Oakland, and CBP vehicles were observed entering the island early Thursday. President Donald Trump called off a federal "surge" in San Francisco in a social media post Thursday. Alameda County District Attorney Ursula Jones Dickson stated her office will not provide immigration status information, will not coordinate with ICE, and will not participate in immigration activities. A 2017 California Values Act bars state law enforcement from enforcing immigration laws. ICE agents entered the Wiley Manuel Courthouse on Sept. 15 and made an arrest, raising concerns that such actions could deter people from attending court. Jones Dickson urged protesters to be peaceful and affirmed rights to speech and assembly.
