The proposal would also prevent patients from using Medicaid to pay for gender-affirming care and would pressure hospitals by withholding federal funds. Advocates warn that the policy could make accessing gender-affirming care nearly impossible for many transgender youth and families, including those in the Bay Area. Community leaders described emotional harm and predicted difficult choices for providers. The Transgender Law Center expects multiple lawsuits in response to the proposal.
