The country accumulated a 1.6 billion cubic meter deficit during 2018–2024 and delivered only 500 million cubic meters from 2020–2024. A prolonged drought since the late 1990s and extreme drought in Chihuahua have limited water storage and worsened shortages. Cross-border demand and extensive Mexican agriculture further strain supplies and constrain treaty payments. Political pressure from the United States, including tariff threats, has influenced Mexican responses. Since taking office, Claudia Sheinbaum's government has begun to catch up on deliveries.
