Kelly was one of six Democratic legislators who released a video reminding military personnel they must disobey illegal orders. Kelly is a decorated Navy pilot who flew 39 combat missions in Operation Desert Storm and later became an astronaut, piloting and commanding multiple Space Shuttle missions. He retired in 2011. Kelly's uniform includes medals with the combat "V," indicating valor; Hegseth publicly criticized the order of those medals and mocked his rank.
