Federal judges in Rhode Island and Massachusetts ordered the administration to fund SNAP, which serves about 42 million Americans. The USDA filed on November 3 that it "is complying with the Court's order and will fulfill its obligation to expend the full amount of SNAP contingency funds," authorized states to begin dispersing benefits, and intends to deplete contingency funds to provide reduced November benefits covering 50% of eligible households' current allotments. Agriculture Secretary Brooke Rollins said USDA sent guidance and offered technical assistance and that full benefits would be available faster once the government reopens.
