Republicans control only 53 Senate seats, requiring several Democrats or independents to pass funding; only three Democrats have supported recent proposals. The Trump administration has reprogrammed federal funds to protect political priorities. Two federal judges ordered $5bn in contingency funds to resume SNAP payments for up to 42 million low-income Americans, after payments stopped, risking hunger.
