The vote was 219-212, following a similar Senate defeat. The resolution challenged President Trump's unilateral military authority, as only Congress can declare war under the Constitution. Democrats argued the president must seek congressional approval for actions beyond immediate self-defense. Republicans defended Trump's constitutional authority to act against Iran's imminent threat. The House separately affirmed Iran as the largest state sponsor of terrorism. Trump administration officials conducted closed-door meetings with lawmakers to build support for the conflict.
