So what we have just done is a pause," Qatari Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani said on Saturday at the Doha Forum, an annual diplomatic conference. "We cannot consider it yet a ceasefire. A ceasefire cannot be completed unless there is a full withdrawal of the Israeli forces [until] there is stability back in Gaza, people can go in and out which is not the case today," al-Thani said."

Muslim and Arab nations have been hesitant to join a stabilization force. NATO member Turkey, which is also a guarantor of the truce, has expressed an interest in joining the force."
Mediators are pressing to advance to phase two of a US-backed three-phase ceasefire plan for Gaza. Phase one involved Israeli forces withdrawing behind a yellow line in northern Gaza and the release of Israeli hostages. Phase two envisions further Israeli withdrawals from positions across Gaza, establishment of an interim authority to govern, and deployment of an international stabilization force. Qatar stated the current pause is not a full ceasefire and demanded full withdrawal and restored stability. Egypt called for rapid deployment of a stabilization force, while Muslim and Arab nations have been hesitant to join and Turkey expressed interest.
