Winter Storm Byron brought torrential rain and widespread flooding across Gaza, damaging hundreds of tents at displacement sites. Large numbers of displaced Palestinians face freezing conditions, exposure and acute shelter shortages during winter. International deliveries of shelter materials have been severely constrained, with only 15,600 tents entering for 88,000 people while roughly 4,000 pallets of shelter materials have been rejected. Approximately 1.29 million people still need winter shelter, and about 850,000 people at displacement sites risk their shelters being flooded and suffering exposure-related harm or death.
