Russia has allegedly provided tactical advice to Iran and its proxies on drone deployment since Iran fired over 2,000 Shahed drones across the Middle East in response to US-Israeli military action on 28 February. Healey suggested Putin benefits from elevated oil prices resulting from regional tensions, funding his Ukraine war effort. Russia and Iran have maintained military cooperation since the 2022 Ukraine invasion, with Iran supplying drone designs and Russia providing military intelligence.
