Henry Morgan, 61, was riding an illegally-modified e-bike fitted with a throttle capable of reaching 27mph when he collided with a pedestrian on Uxbridge Road in Shepherd's Bush. The pedestrian died from head injuries. Legal e-bike motors must cut out at 15.5mph. Morgan pleaded guilty to operating the modified bike without a license or insurance and failing to wear protective headgear. Westminster Magistrates' Court found Morgan not responsible for the fatal collision itself. District Judge Michael Snow banned Morgan from driving for six months and imposed a fine of £240, plus costs and victim surcharge. The judge criticized the prevalence of illegally-modified e-bikes traveling at dangerous speeds throughout London.
