This initiative aims to enhance protections for students against discrimination, specifically amid rising antisemitism cases. The bill, led by Assembly Member Nily Rozic and Senator Toby Ann Stavisky, requires these coordinators to enforce civil rights compliance and manage complaints related to race, color, and national origin. Following bipartisan support, the legislation awaits Governor Kathy Hochul's approval, alongside plans for training programs from the New York State Division of Human Rights to assist the coordinators.
In recent years, we have seen a troubling rise in campus bias and harassment that threatens the safe, inclusive environment our students deserve—and New York must confront that without equivocation or hesitation, Rozic said.
The legislation requires all colleges and universities in New York to designate a Title VI Coordinator to oversee civil rights compliance and address complaints related to race, color, and national origin.
The bill now heads to Gov. Kathy Hochul for approval after its unanimous, bipartisan passage on Monday, June 9.
The Title VI Coordinator would be responsible for enforcing federal civil rights protections under Title VI of the Civil Rights Act of 1964 and applicable state laws.
