Governor Kathy Hochul withdrew a budget proposal that would have allowed municipalities outside New York City to opt into robo-taxi pilots. The state Department of Motor Vehicles would have set parameters and administered the pilot program, and selected operators would have paid a $1-million fee. Lawmakers and labor raised opposition to the measure, and lack of clear legislative support contributed to the reversal. Some legislators proposed outright bans on robotaxis. The withdrawal reduced near-term prospects for statewide deployment of Waymo-style driverless cabs and intersected with ongoing ride-hailing and insurance policy negotiations.
