This declaration allowed access to federal funds for debris removal and immediate necessities for affected residents. However, concerns arise as President Trump proposes reducing FEMA's role in disaster response, arguing states should have more responsibility. Abbott, along with other Texas leaders, is on a council to recommend changes to FEMA. They argue that states can respond more effectively, despite the proposed decrease in federal disaster-related funding.
"The swift and very robust action by President Trump is an extraordinary help to our response," Abbott said. The declaration unlocked federal money to assist with the disaster response.
"FEMA is slow and clunky and doesn't solve the needs of those who need it the most," Abbott said at the first meeting of the FEMA Review Council in May.
President Trump has proposed eliminating the Federal Emergency Management Agency, which provides billions of dollars in assistance to communities hit by disasters.
Trump said in June that FEMA will provide less disaster-related funding to states overall.
