Governor Greg Abbott has signed House Bill 5196, enabling Texas state agencies to establish their own remote work policies. This move follows his earlier executive order that disbanded telework arrangements, citing efficient use of taxpayer dollars. State employees expressed concerns about the disruption their lives would face due to this order. Support from the Texas State Employees Union and a state study indicating maintained productivity during remote work ultimately contributed to bipartisan backing for the bill, set to take effect on September 1.
We know that state employees are just as - if not more -productive when they're working from home. So, I think we just kind of saw the backlash from that.
TSEU lobbied in favor of HB 5196, pointing to the state's own study that found productivity didn't dip amid an increase in remote work.
