Authorities charged 21-year-old Jashanpreet Singh with gross vehicular manslaughter while intoxicated and driving under the influence. The DOT said an emergency rule requires states to verify legal status before issuing or upgrading driving privileges, and that California's noncompliance enabled the driver to obtain the CDL. Duffy said three people died because Newsom chose not to follow DOT rules.
