Rockstar considered setting future Grand Theft Auto titles in Rio de Janeiro, Moscow, Istanbul and Tokyo. GTA: Tokyo nearly proceeded with another studio in Japan using Rockstar code to build the game, but that plan ultimately fell through. The Grand Theft Auto series has mostly used fictionalized American cities based on real US locations, with only rare exceptions such as a 1999 London expansion and GTA2's futuristic American setting. Choosing a mainline GTA outside the United States is seen as risky because major American cities are globally recognizable and the franchise carries very large financial stakes. Rockstar is expected to revisit major US cities such as New York, Los Angeles or Las Vegas rather than pick a left-field location.
