Pheasant Island, located in the river Bidasoa, serves as a unique example of a temporal condominium, switching sovereignty between France and Spain every six months. On 31 July 2024, a ceremonial event was held, joining military protocols with celebratory elements. The French tricolore was hoisted as the Spanish bandera was lowered. Governance alternates between French and Spanish naval commanders, referred to as 'viceroys.' In 2022, Pauline Potier became the first vicereine, emphasizing the island as a symbol of diplomatic success over conflict.
Every year on 31 July, France reassumes sovereignty over Pheasant Island, six months after it has been transferred to Spain.
The island, with an area smaller than a soccer field, changes nationality twice a year. Pheasant Island is the only example in the world of a temporal condominium.
Governance is, in turns, entrusted to the French and the Spanish naval commanders stationed at Bayonne and San Sebastián, who carry the honorific title of 'viceroy'.
Pauline Potier, the first vicereine appointed in 2022, stated that the strange fate of the island is a symbol of the success of diplomacy over war.
