Some officials argue the transfers will rein in a bloated bureaucracy. Others warn the transition could create administrative hurdles and jeopardize funding continuity for institutions and families. Ted Mitchell called the move an enormous waste of taxpayer money and urged the administration to change course or for Congress to act. Democrats noted that only Congress has authority to move programs; Republicans supported McMahon's decision.
