Your choices are the South Elevator to the northwest or the East Elevator to the northeast, so make sure you're reloaded and healed up, then set off. We'll be rooting for your survival."
Head all the way south on Spaceport to reach the Electrical Substation. Locate the electrical box near the substation and then turn left to find the engineer's bag a few steps away. Interact with the bag and take the engineer's item, then return and interact with the electrical box to place the item inside. Activate the box to turn on the power and complete the quest objective. Extraction is not required to complete the objective, but the nearest elevators are far north: the South Elevator (northwest) or the East Elevator (northeast). Equip combat augment, strong gun and shield, ammo, and healing before extraction.
