STATEWIDE - CITING 'SHOCKING' DROWNING numbers and a shortage of lifeguards, Gov. Kathy Hochul said at a press conference at Jones Beach Thursday that New York state will be spending $150 million this year to implement the New York SWIMS program, which will help underserved communities build or improve swimming facilities and make more money available for lifeguards.
