About 1,300 African migrants gathered outside City Hall, expecting work visas or green cards promised if they attended a hearing on their experiences in the shelter system.
Dozens were told by community members about the opportunity. The City Council held the joint hearing to address language barriers, cultural challenges, and health needs.
