You can make the Grappling Hook by using the Workbench in your base. However, you probably need to save the Blacksmith just so you can bring him back to a safe area...
You can go ahead and craft the Grappling Hook in Enshrouded so you can equip it on your character. This unlocks the grapple action when you see certain overhangs, beams, or metal hooks...
