The charges against Kevin Sanders were driven by a six-month investigation initiated after a former employee reported alleged animal cruelty at Your Dog's Best Friends.

Footage from a trailing vehicle shows a red-and-brown Doberman pinscher being dragged behind an older-model black Jeep Cherokee SUV on Wednesday around 5:45 p.m. The dog rolled, flipped and tumbled as the vehicle traveled about 30 miles per hour along Edgewood Drive in Spring Valley.

Someone deliberately set dogs on a defenseless cat while people watched and cheered, calling the incident pure evil, said Dan Rimada of Bodega Cats of New York.

The deputy estimated there were at least 20 cats in distress in the van, but when county animal control officers arrived, they found 106 "extremely emaciated" cats inside.
